Answer by edward_otto@sbcglobal.netHydroelectricity has nothing to do with the water conducting electricity – it has to do with the generation of electricity using the Hoover Dam as one example.
To have distilled H2O conduct electricity, you must add some sort of impurity that will change the electrical potential of the water from 0 to some number.
NaCl (salt) or Acetic Acid (Vinegar) are two examples.

Answer by M M TYou file for the tax credit with your Federal Income taxes. You need to have all the proper documentation also.
Otherwise, people would be buying these, sending for the credit and returning the appliance and keeping the tax credits. Sad but true.
