Query by batleycraig: does the engineering exist to construct domes or cities on or under the ocean, or in the Arctic? I had heard that there was a Russian scientist producing proposals to the U.N. a even though again to dome cities as a way to conserve energy and shield from falllout. Apparently some of the new plastics are properly suited to it. Does anybody have this or elated information?
