Well the big things would be chemicals for pest control. Even tillage implements of decent size would work better than what they had.
There’s been recent times of less rain in many areas than the dust bowl. We had a year last year that had less rain than most of the dust bowl years and we grew a good crop, but it was cool or we wouldn’t have.
The biggest thing really is we aren’t doing the dust mulching like they did to try and summerfallow and control weeds and save some moisture.
With the grain drills today, the rule of thumb is a lot of residue on top and that saves the soil and that saves water too.
If there was a severe multiple year drought, there’d still be problems but then farmers worked the land to a powder to get ready to plant, now many would just leave the residue and wait. If there were weeds, instead of tilling it multiple times, they’d spray.
Those are the major things.

Wind Breaks – planting trees in fence rows. A barrier to slow down the wind.
Also, conservation tillage/no tillage. Leaving residue from the previous crop on top of the ground, to slow wind erosion.
During the dust bowl era, the lack of rain was the genesis of the problem, but once the wind started, there were very few barriers to letting the wind create the dramatic problems that were experienced.

Wheat straw would have been a good start, if farmers had been able to deal with having it on the soil at planting time.
Now there would have been a very important tool, to improve this, a pyrolitic oven system that would have converted wheat straw to tractor fuel plus charcoal that would have done wonders to keep the soil porous to water, retain water, provide ion exchange capacity. The soil had a problem that its clay crystals would collapse and not readily absorb water, It would have runoff instead of penetrating deep into the soil.
Wide scale contour tillage can hold large amounts of water on or near the surface, driving it deep into the subsoil. It also distributes water more evenly and delays its eventual runoff.
Soil amended with charcoal does not need to be tilled deeply, but it does need to have plant matter on its surface to prevent capillary action drying it out.

modern farming tools would be farming technology
some tools that are used now could be even the tread on the tractor tires, some tread tears up the ground more so than others (for traction)
today, combines are more advanced than they were back then, they harvest more off the wheat plant and i believe that more of the plant is left in the ground
also, the use of cover crops is used very frequently now- the use of cover crops helps replace any nutrients that was taken out of the soil from the crop that is harvested for money/profit. cover crops also has other use- like it helps the soil not erode away during the ‘off’ season too
another thing is shifting from plowing to no-till.
no-till is the use of using chemicals to control the weeds instead of plowing in between the rows to control weeds- with plowing, you turn up the soil and by doing that, you expose the soil that is damp and its ‘churned’ to the top and it dries out and the dried soil is ‘churned’ to where the damper soil was, so it reduces how much water the plants get, and with reduced water, the plants get less nutrients
and like KingKong said- irrigation
today, more farmers are able to afford irrigating their fields, yet today it’s still very expensive, but its more affordable to some farmers now
but irrigation is not called sprinklers
its just called no-till instead of no-till-drilling too
