Hydrino theory is a model of the physics of the hydrogen atom developed by physician Randell L. Mills that posits the existence of orbital states for the electron of a hydrogen atom with enhanced binding energy compared to the conventional ground state of hydrogen. Mills’ theory of physics predicts that the electron in a hydrogen atom can reach an orbital state below the ground state of conventional quantum theory via a non-radiative transfer of an integral number of Hartrees to a suitable catalyst, thus releasing large amounts of energy and converting the “ground-state” hydrogen into a lower-energy hydrogen atom called a hydrino. Most, although not all physicists agree that the existence of hydrino states with the properties Mills attributes to them is incompatible with quantum mechanics.
Mills asserts that his theory, which he terms “Classical Quantum Mechanics”, unifies Maxwell’s Equations, Newton’s Laws, and Einstein’s General and Special Relativity, and that it is founded on the principle that physical laws hold over all scales—from that of subatomic particles to that of the cosmos—thus overturning conventional quantum field theory. Mills first put forth his proposition of the hydrino in 1991 to explain the disputed reports of cold fusion experimentalists of excess heat in certain electrolytic cells.
Andreas Rathke of the European Space Agency has pointed out that the existence of a hydrino is unlikely in the environment proposed by Mills. A 2005 evaluation by Rathke, found “severe inconsistencies” in Mills’ theory, including a lack of “solutions that predict the existence of hydrinos”. Rathke also stated that Mills’ equations were not Lorentz invariant, a requirement of any theory that explains the behavior of particles moving close to the speed of light.
Mills’ company (BlackLight Power, Inc.) has raised over fifty million dollars in venture capital. It has also given rise to a subsidiary company which has developed and released a molecular modeling program based on Mills’ models.

Yes, this is a well-established technology, this is simply an efficient way to convert ordinary tap water into a hydrogen and oxygen gas, and then “burn” these vapours in your engine instead of gasoline. I quote: How it works: Exceedingly simple. Water is pumped as needed to replenish and maintain the liquid level in the chamber. The electrodes are vibrated with a 0.5-5A electrical pulse which breaks 2(H2O)= 2H2 + 02. When the pressure reaches say 30-60 psi, you turn the key and go! You step on the pedal, you send more energy to the electrodes, and thus more vapor to the cylinders; i.e. fuel on demand!

The hydrogen fuel cell which recombines hydrogen and oxygen gas to produce electricity is a well established technology, but you cannot get more energy out than the energy required to split the hydrogen and oxygen atoms apart in the first place.
What Mills proposes is pure fantasy. The “hydrino” is a construction of pure imagination, as is the oxymoronic “Classical Theory of Quantum Mechanics”.
The fact that Mills has managed to raise so much capital is first of all a dismal commentary on science education in this country and second a prime example of P.T. Barnum’s axiom that “a sucker is born every minute.”
Perhaps this is just another symptom of a pervasive distrust of facts and competence that seems to be growing in the US – for example Obama is a moslem, or the health care bill will fund “death panels” and implant microchips in people.

Mills proposes that the electron can be modelled as a classical 2D extended structure. This electron forms a sphere around a proton and in the ground state is stable because the forces governing the complicated current pattern he envisages balances out the central attractive force of the proton to form a stable state.
This “orbitsphere” forms a resonator cavity which can only absorb photons of discrete energy and is the basis of quantization. Absorption of a photon increases the radius of the electron sphere, emission of a photon decreases the radius.
The energy claims arise as follows. In the ground state a photon cannot be emitted. Mills claims that a common resonant energy transfer mechanism can occur where an acceptor atom, ion or molecule can accept an integer multiple of 27.2ev (ie the ionisation of He+ to He++ = 54.4ev making it an excellent catalyst at 2 times 27.2ev). The loss of each 27.2ev transferred from the electron increases the central field of the proton by +1. This destablises the H atom and it will emit further energy in addition to that already transferred to the catalyst, often in the UV range to bring the atom back into balance creating an H atom with a reduced radius called a hydrino. H[1/2] is half the radius of the ground state H atom, h[1/3] is a third and so on.
Mills proposes that reactions such as these are the power source behind the sun’s high temperature corona where hydrogen atoms and catalysts are ubiquitous and that because hydrinos don’t absorb and emit light like normal matter they are a good candidate for dark matter.
Mills claims to have matched spectral lines from the sun to his hydrogen helium cells and to have also created hydrino compounds and molecules that can be tested by existing equipment in defence of his claims.
Using water as a source, energy can be put in to split water into oxygen and atomic hydrogen at a cost of 2.5ev to split H2 and O and a further 4.5ev to split H2 into two separate hydrogen atoms. If both of these atoms are collapsed to an H(1/5) hydrino , his theory and calculations claims you get a total energy release of 326ev each H atom, ie it cost you 7ev to generate 652ev of energy. Much more energy out nthan burning H2 but much less than nuclear reactions.
Because of the controversial claims by this Harvard trained doctor that Quantum theory is flawed, very few quantum physicists will endorse or even look at the theory. The facts will therefore be determined by the creation of some hydrino based product which has not yet occured.
