potential energy cannot be present while kinetic energy is and vice-versa. potential is what it is going to have. kinetic is what it has While in motion.

well actuly its funny im doing the same kind of homework right now and out of the textbook it says as kinetic energy increases potential energy decreases.. for example a car at a red stop light has potential energy. once the stop light turn green and the car starts to move thats kinetic energy and the car no longer has potential energy!

Consider a pendulum. If you raise a one pound pendulum ten feet (in an arc) you have performed 10 foot-pounds of work on the weight (Work = Force x Distance or Weight x Height) and it now has 10 foot pounds of potential energy (it has the potential to return the same amount of work). If you release the pendulum it will accelerate and at the instant it reaches the bottom of its swing all of its potential energy (of elevation) will be converted to kinetic energy (of velocity). It will swing back and forth converting PE to KE to PE, etc. etc. Between the top and bottom of the swing there will be a combination of PE and KE but it can not exceed the initial PE and will be slowly lost due to air resistance and perhaps friction at its pivot.

Total Energy in a system is always balanced!!!
[Kinetic Energy] + [Potential Energy] = [Total Energy]
In answer to your question. If “Kinetic Energy” increases, then the “Potential Energy” must decrease in order to maintain the system in balance.
Total energy will always remain unchanged unless you are adding energy to the system (i.e. a Bunsen burner) or your reaction releases or absorbs energy in an exothermic or endothermic reaction.
Remember the above equation, not only does it apply to chem but it also applys to thermo and physics.
