You can’t ask “how many cells” because hydrogen fuel cells have yet to be standardized. It will mostly matter on the Density of the hydrogen, weight of the car, efficiency of the car, also you need to define economically, how fast is the car going for how long?

the number of “fuel cells” has nothing to do with economical operation. The number of cells would be an indication of power output capacity I suppose, once we standardize what a “fuel cell” is.
But the true answer to your question is: H2 is not a fuel and using H2 like it were a fuel will never be cost effective. H2 dose not exist on the face of this planet. H2 is man made. In the process of making H2, fuels such as natural gas or coal are used. In the process about 50% of the energy put into the process is lost, which means that H2 starts out as 50% efficient before it is even sent out. With that handicap, H2 will never be more economical than just using the energy used to make it.
Before you jump on a solar/wind road, why would you want to put up a solar panel to make electricity, then lose 50% of the energy by making H2, just use the electricity at 100% efficency.

This question cannot be answered.. you do not give enough information. Further, whether or not fuel cell vehicles are “economical” will always be a matter of opinion because it is a comparison against something external.
I say this primarily because it depends upon the size of the fuel cell — there are some small laboratory sized fuel cells that you would need hundreds of them to run a car. However, I believe that the experimental fuel cell vehicles on the road now have only 1 or two fuel cells.
SO you need to do a bit more research prior to even asking this question.

(ANS) The answer is I think you are getting your understanding of hydrogen fuel cell technology rather mixed up.
No.1 There already exists a car run on a single hydrogen fuel cell. It can do up to 75 miles per hour and has a range of over 400miles from one tank of liquid hydrogen.
No.2 Actually hydrogen technology has been known about for at least 40 years now. I can actually recall back in the 1970′s a BBC 1 tomorrows world TV show which demonstrated a hydrogen fulled car but the patent was bought off the US inventor by one of the major US Oil companies and it was never heard of ever again surprise surprise!!!!!
No.3 Hydrogen fuel cells run off liquid hydrogen
