The main ethical issue in your unfinished question is how does the technology facilitate abuse. What does it do to minimise any ill effects that it has because of its availability?
You would need to look at pornography, violence, racialism, censorship, time tabling programmes unsuitable for children till after a reasonable bed time.
Equally important is the obligastion to dissemenate as much useful information as possible, to provide recreational viewing, to engage the public in assisting individuals and institutions that are helping the disadvantaged.
