There is no foreseeable future where there will not be a need for a military. And for your information the few times that the US has shrunk the military as a peace dividend the next conflict caught the nation unawares and unprepared. War may be an ugly thing but the need for security is the reason that an army stands. To answer the assertion that there is no need for a military consider this. The US becomes an isolationist power. Pulls back from everything. The borders still need to be defended. What state has no army? Greenland. Micronesia maybe. Heck even San Marino has a standing albeit tiny army. Nuff said.

Quick reponse to a natural disaster.
Remember the Tsunami. An aircraft carrier was sent to help. Now you ask, what can an aircraft carrier do? Turn seawater into fresh drinking water. Provide meical care ( carriers have doctors and medical personnel aboard) Provide helicopers for search and rescue.
Army engineering units can help clear rubble, provide police to provide law and order.
Within a day, the military can set up kitchen facilities to provide 10.,000 meals a day.
All useful things, war or no war.
