No, a spinning turbine cannot make natural gas. How the heck would the be possible?
Wind turbines make electricity, that’s it. There are however many hot water tanks (or tankless designs which are much more efficient) that are electric powered. They just work by heating up coils, similar to an electric stove.
Really, gas isn’t required for anything in your house. You can have an electric furnace, electric cooking, anything. Gas is just more convenient in some cases.

Depends on the size of your generator, it’s possible but generally the ones your typical private citizens have usually have can’t supply enough amperage to run an electric water heater. Have you enough room for an 80 foot tower in your backyard? Remember most of these things are massive pieces of equipment.
One of my friends has a small wind turbine which he used to help provide power for a mobile home he has out in the high desert. His property is still too far from any established power lines so he uses a combination of wind and solar power to keep a series of batteries charged for lighting, propane for heating and a gasoline powered generator to run the heavy appliances when required. This setup works out quite well.
