Yes we do, we have had it since the first light was installed decades ago. stopping at lights does not double you energy use. If you know the light is long and you watch it in advance, like you should be, then turn off your engine. You’ll save fuel.

We have the technology to do it but it would cost millions of dollars to implement it. Or at least that’s the excuse the city council here gives. Sometime traffic actually moves better when the power goes out and all the lights flash.

Demand controlled stoplights are well used when one street is primary and the other is secondary. The primary has green unless a vehicle approaches on secondary. The decision as to what wil happen when a vehicle on secondary approaches when a vehicle is also approaching on the primary road is not always to make the vehicle on primary road stop, but that is possible.
Usually the system would stay red for secondary either until traffic clears on primary or the secondary road has waited some period of time.
When we have two primary streets, the same thing happens, but now we simply designate one as secondary, arbitrarily.
Now if you happen to be driving on a secondary, crossing a lot of primary streets, you are going to be facing a red until you get fairly close, say 60 metres. At that distance you will see the light opposite go yellow but you still have to wonder whether traffic will stop for you in time. You do not want to cruise through an intersection as your light turns green at highway speed assuming someone on the primary street will stop.
But demand systems for stop lights have been in use for easily 40 years, and work very well.
