Biological weapons.
A nuke stops killing (initially) after a certain distance from ground zero. Biological weapons can be spread around and chill there before they kill the hosts. Think the AIDS virus or something else similar that can be spread like wild fire without killing the hosts before they can keep spreading it themselves.
Ebola as a weapon is not very good, since it kills too fast before it can spread. AIDS kills too slowly, not to mention there are very good anti-viral drugs that are being used and developed against it.
One would have to manufacture a new virus/pathogen from something that has the right amount of deadliness to it and weaponize it. That is, make a pure form of the virus that can be spread en mass to the public.
