Mostly they didn’t. They could study things like cloud movements and such and make educated guesses, but that’s about all. During WW2 a new bomber was flown that could fly *much* higher than any other plane – the B29. When at altitude it was found there were rivers of high wind. We call this the jet stream. It was not even guessed at before the B29 flew. After the war captured German rockets were test flown. As long as they were going way high anyway scientists put instruments and cameras where the explosives used to be. This was the birth of what we would call upper atmospheric research. It hasn’t been around that long!
